The Baras  Business Council , which has many hog farmers as members, has agreed to host and manage the Compliance Assistance Center for Hog Farms.

Through a memorandum of understanding, the Laguna Lake Development Authority offered, and the BBC agreed, to develop, establish and operate a pilot Compliance Assistance Center for hog & poultry farms within the Laguna de Bay Region (LdBR) in order to assist them to comply with environmental legal requirements.

About the Baras Business Council

The BARAS BUSINESS COUNCIL, INC., a non-government organization duly organized under existing laws, with office address at 2nd Floor, Old Municipal Building, Municipality of Baras, Province of Rizal.

Being a stakeholder of, and located within the watershed of the Laguna de Bay, the BBC is committed to the protection and sustainable development of the Laguna de Bay.  Among its members are businesseses engaged in hog & poultry farming. 

Through a memorandum of understanding, the Laguna Lake Development Authority offered, and the BBC agreed, to develop, establish and operate a pilot Compliance Assistance Center for hog & poultry farms within the Laguna de Bay Region (LdBR) in order to assist them to comply with environmental legal requirements.

Through the  Memorandum of Agreement, the BBC shall:


  1. Manage the CAC for hog & poultry farms in the LdBR in accordance with a CAC Manual of Operations;
  2. Provide space, competent personnel, counterpart resources and other basic amenities for the CAC;
  3. Set up and update the CAC data base;
  4. Prepare an annual plan of activities, including performance standards.
  5. Prepare a logical framework (LOGFRAME) for the operation of the CAC for hog & poultry farms;
  6. Coordinate with the LLDA and other environmental agencies on the build up and updating of information materials for the CAC;
  7. Administer and update the Website for hog farms CAC;
  8. Act professionally and with dispatch on queries and requests for assistance from hog & poultry farms, as well as those from other sectors;
  9. Conduct information dissemination on the CAC among the hog & poultry farms, including the backyard hog farms, in the LLDA jurisdiction;
  10. Draft and adopt a Manual of Operations for the CAC;
  11. Ensure that the CAC prepares records of queries and subsequent actions on such queries;
  12. Ensure that the CAC follows up matters for appropriate action concerning environmental issues involving hog & poultry farms as referred to LLDA
  13. Prepare periodic reports on the operations of the CAC, in accordance with the Manual of Operations and to furnish LLDA with a copy thereof;
  14. Responsible for recruiting and selecting staff for the CAC;
  15. Ensure the smooth operations of the CAC; and
  16. Make informational presentation about the CAC for the benefit of other industry sectors upon request of the LLDA or through its own initiative.
